Clark County Clerk Office

The separate Clark County Clerk is Michelle S. Turner. The office is at the older county courthouse address in downtown Winchester, not the judicial center used by the Circuit Court Clerk. The County Clerk handles recorded legal documents, land records, marriage licenses, notary applications and certifications, veteran's discharges, handicap placards, elections, delinquent real estate taxes, Fiscal Court records, motor-vehicle title and registration, and voter records.

The County Clerk's records department handles legal documents filed as public record. Research from the clerk's records page says most documents are maintained from 1795 to present. Indexes for most document types are available back to 1880 with few exceptions, and images for most instrument filings are online from January 1795 to the current date.

Clark Clerk Record Types

The County Clerk records page lists online real estate and recorded records that include deeds, name changes, mechanics liens, mortgages, powers of attorney, wills, corporations, tax liens, military discharges, trademarks, assignments, releases, marriages, and delinquent property taxes. These are clerk records, not court case records.

Use the Clark County Circuit Court Clerk for filed court cases, including divorce case files, felony records, misdemeanor and traffic cases in District Court, probate matters in District Court, and civil cases filed in the trial courts.



Clark Open Records Requests

The Clark County Clerk Open Records Policy applies to County Clerk records. Requests may be hand-delivered, mailed, faxed during regular office hours, or emailed to Michelle S. Turner. The policy says records may be excluded in whole or part if exempt under KRS 61.878, and it uses the Kentucky standardized Request to Inspect Public Records form.

  1. Use the standardized Request to Inspect Public Records form for County Clerk records.
  2. Describe the records clearly, including names, instrument type, date range, book/page, or vehicle/election record category when known.
  3. Choose the correct commercial-purpose box and Kentucky-residency category on the form.
  4. Submit by hand delivery, mail, fax to 859-745-4251, or email to michelles.turner@ky.gov.
  5. Pay required fees and postage in advance when copies are provided.

The policy states that a determination will be made within five working days from receipt, excluding Saturdays, Sundays, and legal holidays, and that the requester will be notified in writing. Commercial-purpose requests under KRS 61.874 may require a certified statement and a contract covering production costs, including labor and production costs.

Clark County Clerk Fees

The clerk's fee schedule includes recording fees, copy fees, and the local marriage-license fee. Some records are also governed first by statutory fee schedules in KRS 64.012 and KRS 64.019. For non-commercial open-records copies outside those specific schedules, the policy lists $0.50 per copy and $5 for non-commercial recordings, computer discs, or tapes.

Clark E-Recording Vendors

The Clark County Clerk names four e-recording vendors for legal recordings. E-recording is for submitting recordable instruments through an approved vendor, not for searching court cases or obtaining court-certified copies. Confirm vendor requirements, document formatting, payment handling, and rejection rules before submitting a deed, mortgage, release, lien, or other instrument.

Clark DOC ALERT

The County Clerk records page promotes DOC ALERT by Software Management, LLC. It is a free fraud-notification service for mortgages and deeds. Registration requires a name and email, and the service sends an alert when a mortgage or deed bearing the registrant's name is recorded.

DOC ALERT does not stop a recording, prove fraud, or replace a title search. It is a notice tool tied to recorded mortgage and deed activity. A person who receives an unexpected alert should contact the Clark County Clerk and consider legal or title assistance if the recorded instrument appears improper.
